Appealing one’s guilty plea at later date?

Can Cory “appeal” his guilty plea at a later date since he put on the record that he doesn’t agree with all the facts?

federal Plea Deal

Did Judge G disallow the entry of all Fleming charges into the record for any other reason than whitewashing the leniency of the federal sentence? A sentence he claimed made a state prosecution both redundant and double jeopardy. He must have know the state would soon make public all the changes and could not be prevented. It makes the federal sentencing look foolishly lenient or very arrogant? Why?
